I think Nokia developer team knows more about their own services than Nokia care do.

The guy obviously don't know shit, saying that official Nokia developer emails and blog posts are fake.

Both nokia developer and nokia care are totally different department so it is normal they don't know about each other work environment.Much like an accountant department won't/allow know much about production stuff and vice versa.
