Not everyone speaks those languages, language packs are distributed across regions, most apps only support a few languages because translating is a pain in the arse

You can incorporate as many languages as your ROFS2 partition will support, mate.
If you download the ROFS2 for the product codes that have your languages, you can strip them out of the ROM and add them to your CFW with Nokia Cooker.
i can explain in more detail if you are interested.

i am not certain i understood that - do you mean creating themes or adding themes to your CFW? if you use SISContents to unpackage your installer, you will get two folders: !\Resource\Skins\xxxxxxxx\themepackage.mbm and themepackage.mif and !\Private\10207114\import\xxxxxxxx\themepackage.skn. All you do is drop them in the Files folder of Nokia Cooker when you unpack your ROFS2.
Let me know more specifically what you want to know and i will try to point you in the right direction.

In the C6's ROFS2, you will find the default theme in the directories i mentioned:
!\Private\10207114\Import\ and !\
Resource\Skins\.
Pull them from !\NokiaCooker_X.X\Files\ and drop them back into the ROFS2 of your CFW. You can make it your default theme by making two changes to the cenrep file 101F876F.txt (the directory is found in ROFS2 \Private\10202BE9\) on lines 0x2 and 0x14. NormasInterruptor has posted a tutorial on the forum about how to do it and it is super easy, mate.
