Why no C2Z compatible with Belle?

So i have been Googling for a couple of days and i can not find a satifactory answer to the C2Z for Belle question i have: does anyone know why there is no C2Z available that works in Belle? Is there another way to accomplish it?
C2Z4bin is not going to work.

It has never worked on all s^3 devices, though if you google c2zbin belle you will find that one.

i know about C2Z4bin, mate, but it does not help for what i am trying to do. Thanks, though. i found something for FP2, but it was a dead link.
Really, it is just for a silly thing i did with the E72 where i copied Z:\Resource\Versions\customersw.txt to C:\ and then changed my software custom version that i could not in NC without it saying the "cooked with" message, but i can see other possibilities with C2Z.
