extracted to c:sys/bin with no change after reboot.

on a another note while browsing the files, I saw within E/sys/bin a set of C/sys/bin files. is this normal?

Don't extract to C:\sys\bin; extract it to C:\. It is already sub-directoried.
i don't know what you mean. Please use screenshots; they really are worth tens of thousands of words.

I extracted like you said. I just looked to make sure the files went where they were supposed to.
I should be able to get you a screen shot tomorrow regarding the folders.

here you go. one pic shows the sub folder of C that I mentioned. Other pic shows your file extracted to C. couldnt find the link to convert to img file. jpg attached.
