What does Z:\Resource\effects\manifest.mf say the definition path is?

the defination path was resources/themefx/effects at the start

changed that to e:\effects but dint help either

tried coping effects to both location and restarting.
ThemeFX gets installed but the app doesnt open

Try using the original firmware's ROFS1\sys\bin\aknskinsrv.dll (in ROFS1 and remove it if it exists in ROFS2, 3 or UDA [C:\]) and change the definiton path in ROFS1 to C:\effects or E:\effects\ and then flash it using Update SW without your UDA.
There is no need to reboot to change effects; you only have to turn them off, replace and then enable them again to change them.
