I'm pretty sure all you guys/gals know about TweakS mod developed by Kolay and CODeRUS.
Thanks to these developers, Tweaks contains numerous plugins to tweak your phone. I have applied only 2 at the moment unto my N8 and the result is astoundingly beautiful and much much smoother scrolling. Hereunder attached screen capture of my settings for Kinetic Scrolling for Belle and UI Acceleration:
