I wrote a little modding tool for PC, it's very basic:
- run it
- choose a folder which contains usual CenRep .txt files (with 8 hex chars as name), all other files will get ignored
- now it creates a subfolder "\converted"
- and stores new .txt files which have no capabilty informations -> they have full read/write access without of any capabilties from all UIDs

- Java 7

It's tested on Windows only, I am not sure how the folder stuff behaves on Linux/OSX.
