There is no Special Requirement Just you need an Nokia Developer Account  its Costs About 1 Euro Register here
and Fill out the all info. and Some specials things like Bank Account and etc are needed to Publish Paid Contents..

Not Sure About the bug havent faced it yet... Give your theme to others Let Them Check if they face Same Problem...  :)
and yes they can reject your theme if anything goes wrong in QA Review..  8)

Hope it helps You...  :D

I think that wall at your notification bar is causing problem.remove that wall from notification bar and then try the theme.. and always install theme in your memory card.

mate, you can find everything related to how you can publish a content in Nokia store on Nokia publish website.
And for your problem that your phone goes dead everytime you install your theme and reboots your phone, then this a known problem. This happens bcoz of the some theme elements is edited on some other PC editing softwares that are not recognizable by Carbide. I also had this problem few months ago. In my case, i edited some of the elements like gradients in Corel Draw. It wemnt successfully in carbide but showed problem when rebooting the device after applying the theme.
Remember carbide only allows you work on (?) Adobe Illustrator and Adobe Inkscape. Make everything in them and you'll never face any problem. :)
