I hope you can like it,because it took me some time to do this work   
You can preview it from the GIF I gave,the true effect is better than that,it works very well on my C7.
Here, I provide the original BMP for all of you,You can  use MBM Tool to creat a animation,you also can lengthen the playing time by editing bmplist.txt

Before installing (ONLY install to C),just hack your phone ,put the installserver.exe into C:/sys/bin,reboot your phone,Good Luck;)

i'm install New Nokia Startup by Zinger restart and i see blue atos startup that all ready have...
any solution?

Copy Splashscreen.mif from Z:/resource/apps to E:/resource/Apps..
