It's part of where the os is stored symbian consists of three parts rofs 1,2,3 though 3 is the least important.

so if i fLASH my device, where will i find an empty rosf3, n plz also tell if i flash my devic, do i have to hack it again

This topic may be old, but anyone who is looking to know the answer -
The ROFS3 is a file for operators to add custom software. For instance, this is where an operator will add their own paid service software.
If you are using generic (unbranded variant) OFW as the basis of your CFW, the ROFS3 will be pretty empty.
